Walldorf, Germany – SAP SE, the German multinational software company, is partnering with OpenAI and Microsoft to launch a sovereign OpenAI service in Germany, according to a joint announcement made in September 2025. The initiative aims to provide German customers with access to OpenAI’s artificial intelligence capabilities while ensuring data sovereignty.
The service, dubbed “OpenAI for Germany,” will be supported by SAP’s subsidiary, Delos Cloud, and will run on Microsoft Azure technology. This collaboration addresses growing concerns about data privacy and security, particularly within the European Union, by keeping data processing and storage within German borders. SAP is the world’s largest vendor of enterprise software, with revenue of €36.8 billion ($42.40 billion) in 2025, and the partnership underscores its commitment to integrating cutting-edge AI technologies into its offerings.
“To ensure sovereignty, OpenAI for Germany will be supported by SAP’s subsidiary Delos Cloud, running on Microsoft Azure technology,” OpenAI stated on its website. The move comes as governments and businesses increasingly prioritize data localization and control over their AI infrastructure.
The partnership builds on existing collaborations between SAP and Microsoft. In May 2025, Microsoft highlighted new innovations for SAP on Microsoft Cloud, focusing on SAP Business Suite and the SAP Business Technology Platform (BTP). This ongoing collaboration aims to unlock business value for customers leveraging both SAP and Microsoft technologies.
SAP, founded in 1972, has grown into a global enterprise software giant with over 110,650 employees. The company’s product portfolio includes SAP S/4HANA, SAP HANA, SAP ERP, and SAP SuccessFactors, among others. The integration of OpenAI’s AI capabilities into these platforms is expected to enhance automation, analytics, and decision-making processes for SAP’s customers.
