Cheaper Driving Licence: Germany’s New Proposal

Germany’s Transport Minister Patrick Schnieder has proposed a sweeping overhaul of the driver’s license process, potentially eliminating theory lessons and practical driving tests, according to a draft plan revealed this week. The proposal, aimed at easing bureaucratic hurdles and addressing a reported shortage of driving instructors, would allow family members to serve as provisional driving educators.

The plan, details of which emerged on Wednesday, suggests removing the requirement for mandatory theoretical instruction and special driving maneuvers during the licensing process. It also proposes reducing the number of theoretical exam questions. Crucially, the draft allows for relatives to provide initial driving instruction, a significant departure from current regulations.

Schnieder, a member of the Christian Democratic Union (CDU), has been a vocal advocate for streamlining infrastructure projects and reducing bureaucratic obstacles. According to his official website, he has secured commitments for key projects including the completion of the A1 motorway, the electrification of the Eifel rail line, and the expansion of fiber optic broadband. This latest proposal appears to align with that broader agenda.

The Minister, who assumed his post in May 2025, previously served as the Mayor of the Verbandsgemeinde Arzfeld from 1999 to 2009. He has been a member of the German Bundestag since 2009, and from 2018 to 2021, served as the Parliamentary Secretary of the CDU/CSU parliamentary group. His background as a lawyer, having been admitted to the bar in 1998, may inform his approach to regulatory reform.

The proposed changes have not yet been formally presented to the Bundestag for debate. It remains unclear how the plan will be received by other political parties, driving schools, or safety advocates. No official statement has been released regarding a timeline for potential implementation.
