California Couple Arrested for Child Abuse in Massive Surrogacy Scheme
Silvia Zhang and Guojun Xuan face a $100 million bail request after Los Angeles County authorities arrested the California couple on charges of child abuse, conspiracy, and witness tampering involving 21 children linked to a surrogate arrangement, according to authorities. Arrest and Charges in Arcadia
Los Angeles County District Attorney Nathan Hochman detailed the charges during a Tuesday press conference, characterizing the environment inside the couple’s luxury Arcadia home as a house of horrors. Guojun Xuan is 66 years old and Silvia Zhang is 39 years old.
Authorities first intervened in May 2025 following a hospital report regarding a two-month-old infant with traumatic head injuries caused by a shaken-baby incident involving a household nanny. Prosecutors are requesting a $100 million bond due to extreme flight risk and the severity of the allegations. The couple was scheduled for arraignment on Tuesday afternoon at the Pasadena courthouse.
Police Locate 21 Children from Surrogate Agency
Investigators determined that 15 of the children were removed from the Arcadia property during initial enforcement actions last year, while six additional minors were subsequently located across other residences. The victims range in age from two months to 13 years old, with the majority falling between one and three years of age. Police believe that Zhang gave birth to one or two of the children, while the rest were born through surrogacy.
Court records and prosecutor statements indicate the couple operated an in-house surrogate agency that recruited women nationwide.
Surrogate mothers participating in the arrangement reported being misled regarding the family dynamics and intentions of the buyers.
Surveillance Footage and Learning Center Setup
Prosecutors described a methodical operation inside three designated rooms labeled as learning centers. Children spent hours seated at desks under constant observation via motion-activated surveillance cameras.
Video evidence reviewed by law enforcement showed nannies administering daily beatings and physical punishments. In one recording, Xuan enters one of the rooms and instructs a nanny to hit a child harder, and in another he joins the nanny in striking the child. Instructions given to caregivers explicitly commanded them to avoid leaving physical marks on the children. Prior to police intervention in May 2025, Zhang and Xuan allegedly coached the children to deny any physical abuse.
An arrest warrant remains active for nanny Chunmei Li in connection with the severe shaking of the two-month-old infant, though authorities have been unable to locate her. Convictions on the primary charges carry prison sentences exceeding 17 years.
Defense Claims Xuan Invested in Children's Education
Mitchell Krems, defense counsel representing Xuan, previously stated to local media that his client’s objective was raising children equipped to become productive societal contributors, comparing the expenditure of financial resources to educational investments rather than personal luxuries.
