Broadcom Software Chief Puts Enterprise Arm Adoption at Least Three Years Away

Enterprise Arm server adoption remains at least three to five years away from securing a meaningful share of the corporate computing market, according to Broadcom software chief Ram Velaga speaking at the VMware Explore conference in Las Vegas. Velaga outlined that VMware will eventually support alternative processor architectures when genuine customer demand justifies the engineering investment, but currently sees zero enterprise pull for RISC-V platforms.

The primary barrier to enterprise Arm adoption is not raw silicon throughput, but operational friction. According to Ram Velaga at VMware Explore, most enterprise customers still run VMware software on x86 systems. Organizations will actively avoid deploying Arm hardware if they are forced to manage it through a separate software stack. Maintaining distinct processes, monitoring systems, and security tooling for workloads that currently share a unified x86 platform introduces unacceptable operational overhead.

Hardware vendors pushing Arm-based servers face a severe software adoption challenge. To convince enterprise buyers to accept a fragmented platform, vendors must demonstrate an undeniable performance, power, or cost advantage. While VMware support could mitigate this friction, Broadcom’s current product roadmap and three-to-five-year timetable offer little indication of an imminent, large-scale rollout.

The Abstraction Layer and AI Infrastructure Prioritization

Velaga took charge of Broadcom’s enterprise software division on January 1, managing an organization that includes the former VMware, Symantec, and CA businesses after previously leading Broadcom’s networking silicon group. During his conference session, Velaga emphasized that VMware intends to maintain its foundational role as an abstraction layer across disparate processor types, stating that the platform acts as an abstraction layer for CPU and GPU architectures regardless of the underlying instruction set.

VMware’s virtualization products natively support x86 processors while expanding hardware coverage for GPUs from Nvidia, AMD, and Intel, alongside SmartNICs and data processing units (DPUs). These specialized devices handle networking and security tasks off the main server CPU using embedded Arm cores. VMware previously developed a hypervisor for SmartNICs as part of its Distributed Services Engine, running security functions like firewalls directly on network hardware. This work provided the company with practical Arm virtualization experience, and VMware has previously demonstrated preview hypervisor technology for Arm servers. However, Velaga’s timeline implies that broad enterprise deployment remains a secondary market opportunity compared to immediate customer demands.

Broadcom invests roughly $5 billion annually in research and development across its software portfolio. Approximately 60 percent of that budget maintains current VMware products, while the remaining capital funds new initiatives such as the company’s recently announced AI factory. This capital allocation reflects immediate market pressures: artificial intelligence infrastructure enjoys active capital investment and urgent customer pull, whereas enterprise Arm servers occupy a longer-term horizon.

RISC-V Demand and Developer Tooling Realities

Beyond Arm, Velaga addressed the open instruction set architecture RISC-V, dismissing near-term enterprise demand. Velaga noted that VMware customers currently show zero interest in RISC-V processors for production environments. While VMware’s architecture-agnostic design leaves open the possibility of future RISC-V support if concrete business cases emerge, Broadcom maintains no active RISC-V virtualization development effort.
