Best Places to Retire in Europe: Weather & Cost of Living

March 25, 2026 Emma Walker – News Editor News

Portugal has been recognized as one of the premier retirement destinations in Europe, lauded for its favorable climate and increasingly, its welcoming attitude toward retirees, according to recent reports.

The recognition comes as more Americans consider relocating abroad for retirement, seeking both financial advantages and a higher quality of life. A recent report by Forbes highlighted the country’s appeal based on new data concerning financial and social well-being for expats, making it particularly attractive for those seeking a post-career haven.

Beyond climate, a key factor driving Portugal’s popularity is the perceived respect afforded to seniors. Unlike the United States, where ageism can be prevalent in the workplace and broader society, Portugal, along with other European nations, traditionally values its older citizens. This cultural difference is significant for retirees contemplating a move, as it impacts daily life and social integration. According to a report from MoneyTalksNews, children are “trained to respect their elders” in Portugal, and politeness is a cornerstone of the culture.

France, Spain, and Croatia are too frequently cited as attractive retirement destinations in Europe, offering a blend of affordability, lifestyle, and healthcare access. Travel + Leisure recently identified nine European locations as ideal for retirement, signaling a growing trend of individuals seeking alternatives to traditional retirement locations.

The shift towards considering European retirement options is also influenced by financial considerations. Retirees are increasingly focused on stretching their budgets without sacrificing comfort, and shoulder seasons – spring and fall – offer a more affordable travel experience. Flights, hotels, and attractions are typically less expensive during these periods, and the overall experience is less crowded, allowing for a more immersive cultural experience.

The appeal of a slower pace of life is also a major draw. Retirement provides the opportunity to “linger, explore, and really soak in the rhythm of life abroad,” as noted in a report by The Happy Passport. Without the constraints of function schedules, retirees can travel when it suits them, taking advantage of discounts and incentives offered to seniors in many European countries. France, for example, provides discounts of 30% to 50% on transportation and access to cultural institutions for retirees aged 60 or 61.

The United States, in contrast, has faced criticism for its societal devaluation of age, with legal protections against age discrimination in hiring only extending to those over 40. This has led to a perception that older individuals are less valued in the American workforce and society at large, prompting some to seek more welcoming environments abroad.

While Portugal’s popularity is rising, the country has not yet announced any specific new visa incentives targeted solely at retirees, leaving the future of such programs uncertain.
