TOWSON,MD – Baltimore County has launched ”Baltimore County Builds,” a thorough initiative designed to modernize its development and permitting processes, aiming to accelerate housing development, support small businesses, and encourage community investment. County Executive Kathy klausmeier announced the program, emphasizing its core mission: to improve government responsiveness and simplify interactions for residents and businesses.
The multi-year effort centers around three key pillars – technology modernization, process efficiency, and regulatory updates - and represents a notable overhaul of the county’s approach to development. “Baltimore County Builds is about making government work better for the people we serve,” Klausmeier stated. “From getting a permit approved to helping small businesses grow,we’re making the development process simpler and more responsive.”
The initiative’s technology component will focus on transitioning to a new permitting portal powered by Accela. The first phase, slated for launch in late summer 2026, will encompass plumbing, gas, electrical permits, and trade licenses. Concurrently, the county is streamlining its development review process to create smoother pathways for residents and builders.
Recent legislative action underscores the initiative’s commitment to local economic growth.
