UK Prime Minister Andy Burnham used his first major address to the Labour Party conference to outline a ten-year transformation program aimed at dismantling four decades of neoliberal policies.

Confronting Four Decades of Neoliberalism in Westminster

Burnham told party delegates that Britain has spent decades moving down the wrong path through deindustrialization, deregulation, privatization, austerity, and Brexit. Citing the post-1945 social wealth created by the Labour Party, the Prime Minister argued that subsequent administrations since the 1980s redirected common wealth to a small minority. Services including housing, water, energy, transport, and social care were fragmented and converted into profit centers under successive Conservative and Labour governments. While the new program does not entirely dismantle the capitalist financial system or curb the power of private banks, it introduces a mixed model where a reinforced social state coexists with private industry.

Burnham Pledges Housing Construction and Cost of Living Relief

Burnham pledged the largest municipal housing construction program since the postwar era, utilizing vacant public land and granting local authorities the power to seize long-term empty properties. Tenants trapped in substandard private rentals will see mandatory improvement orders enforced against landlords. To address the broader cost-of-living crunch, the government has eliminated VAT on electricity bills and capped single bus fares in England at two pounds through the end of 2027.

Creating a National Care Service and Pension Adjustments

Modeled after the National Health Service, a future National Care Service aims to eliminate the financial burden of social care on elderly citizens, preventing families from losing their homes and life savings to pay for care. However, the rollout is scheduled for the subsequent legislative term rather than the current one. To fund these expansions, the government announced a controversial modification to the state pension “triple lock” beginning in April 2030. Annual pension increases will remain tied to inflation or 2.5 percent, but the automatic guarantee linked to average wage growth will be removed.

Implementing the Ten-Year Plan Within Fiscal Rules

The detailed “Plan para Gran Bretaña” is scheduled for publication before the end of the year, setting targets to decentralize power away from Westminster and toward local authorities and regional administrations. The primary constraint on the agenda remains existing fiscal rules designed to curb public debt. While Burnham expressed a desire to accelerate reforms, his commitment to these fiscal guardrails could ultimately pace the implementation of his administration’s social programs.
