Allergic Boy Given No Meals at Luxembourg Daycare – Commune Responds

A dispute has erupted in Kayl, Luxembourg, over the provision of meals for an 11-year-old boy with peanut and soy allergies attending a local after-school care facility. The Pirate Party has publicly criticized the situation, alleging the child has been without a suitable lunch since the beginning of the year.

The Pirate Party, in a statement and during parliamentary proceedings, expressed outrage that the after-school program allegedly advised the parents to provide meals themselves to avoid any potential allergic reaction. This suggestion, according to the party, was unacceptable given the facility’s responsibility to accommodate children with dietary needs.

The municipality of Kayl responded to the allegations, stating that the claim the child has been consistently without food is inaccurate. According to the municipality, when the boy first attended the facility, he did not have a meal brought from home. Educators immediately prepared a meal for him at that time. On subsequent days, the child brought a prepared meal from home.

The core of the issue stems from a change in catering providers. The municipality acknowledged that its new supplier cannot guarantee a complete absence of cross-contamination with allergens. The supplier is unable to directly prepare meals for children with severe allergies. However, the supplier proposed utilizing a specialized subcontractor to prepare allergy-safe meals.

The municipality explained that, within the framework of an Individualized Welcome Plan (PAI) requiring strict avoidance of certain foods, two solutions were offered to the parents: a meal prepared by the subcontractor or a meal prepared at home and brought by the child. Following discussions and recommendations, the parents and the after-school facility agreed that the child would bring a meal from home.

The municipality stated that staff remain in regular contact with the parents to adapt to the child’s needs and ensure his health is not compromised. Kayl officials expressed regret that incomplete or inaccurate information was released publicly without prior consultation and criticized what they described as a public discrediting of municipal staff within a political debate before an internal solution was sought. The municipality emphasized that its staff are committed to fulfilling their duties professionally and in accordance with established procedures and guidance from relevant authorities.

Kids With Food Allergies, a division of the Asthma and Allergy Foundation of America, is dedicated to supporting children with food allergies through education, support, outreach, and advocacy, according to information available online. However, the organization’s direct involvement in this specific case has not been reported.
