ACA Costs Force Americans to Cut Food Spending: New Poll

March 20, 2026 Dr. Michael Lee – Health Editor Health

A new poll released Friday indicates a significant number of Americans are making difficult financial trade-offs to maintain health insurance coverage through the Affordable Care Act (ACA) marketplace. Approximately 80% of individuals who re-enrolled in ACA plans report increased healthcare costs this year, leading many to cut back on essential expenses, including food, according to the survey conducted by a health care research nonprofit.

The findings underscore growing affordability concerns within the ACA, also known as Obamacare, despite provisions designed to build coverage more accessible. The ACA, enacted in March 2010, aimed to expand health insurance access and implement patient protections, such as prohibiting insurers from denying coverage based on pre-existing conditions. However, rising premiums and out-of-pocket costs continue to pose challenges for many enrollees.

The Health Insurance Marketplace, established under the ACA, allows individuals and families to compare and enroll in private health insurance plans. Eligibility for enrollment generally requires U.S. Residency and citizenship or lawful presence within the country. According to Healthcare.gov, the federal website for the marketplace, individuals can browse plans and estimate costs based on their income and household size.

The survey data suggests that the financial strain is prompting difficult choices for families. While the specific methodology and details of the poll were not immediately available, the reported trend aligns with broader concerns about healthcare affordability in the United States. The ACA provides a range of plans, including options covering medical, dental and vision care, but the cost of these plans varies significantly.

Health insurance costs through the marketplace include monthly premiums, as well as potential out-of-pocket expenses like deductibles, coinsurance, and copayments. The amount individuals pay can be influenced by factors such as location, income, and household size. Financial assistance, in the form of premium tax credits, is available to eligible individuals and families to help lower monthly premiums.

Open enrollment periods for ACA plans typically occur annually, though individuals may qualify for special enrollment periods based on certain life events, such as job loss or marriage. The Health Insurance Marketplace encourages individuals to confirm their application information and report any changes that may affect their eligibility for coverage or financial assistance.

Recent court decisions regarding the Deferred Action for Childhood Arrivals (DACA) program have also raised questions about coverage eligibility for DACA recipients, according to information available on Healthcare.gov. The site directs users to information regarding nondiscrimination in health programs.

As of Friday, the Health Insurance Marketplace continues to encourage individuals to pay their first premium to activate 2026 coverage and to utilize resources available on Healthcare.gov to understand their plans and access care. The Department of Health and Human Services (HHS) oversees the implementation of the ACA and provides information about the law on its website, HHS.gov.
