Wright County Arrests & Traffic Incidents: Feb 17-22, 2024

A surge in arrests related to domestic disputes, driving offenses, and theft occurred in Wright County, Minnesota, over the past several days, according to records released by the Wright County Sheriff’s Office and Attorney’s Office. Arrests began on February 17th and continued through February 22nd, encompassing a wide range of alleged offenses.

On February 17th, Larell Martell Booth, 27, of Inver Grove Heights, was arrested in Dakota County on a Wright County warrant for theft. This follows a previous arrest for Larell Martell Booth, 25, of St. Paul, on July 26, 2024, in Monticello on a charge of theft, as reported by the Monticello Times. Booth was sentenced on March 10, 2025, to 13 months incarceration with a stay of execution, three years probation, 23 days in jail, and a $50 fine, according to the Wright County Attorney’s Office.

Several arrests involved allegations of domestic violence. Chrissandra Marie Franchuk, 31, of St. Paul, was arrested in Ramsey County on Wright County warrants for domestic assault, violation of a no-contact order, and financial card fraud. Douglas John Ward, 33, of West St. Paul, was arrested July 23, 2024, in Monticello on a Wright County warrant for violation of a domestic abuse no contact order. Dustin Danard Teague, 34, of Minneapolis, was arrested in Buffalo on Wright County warrants for violation of a domestic abuse order for protection and interfering with emergency phone calls. Allen August Ende, 78, of Buffalo, was arrested in Annandale on a charge of domestic assault. Arrests were made concerning alleged terroristic threats; Lannie Larenzo Bush Jr., 19, of Minneapolis, and Ja Kobe Ja Bree Jones, 24, of Minneapolis, were both arrested in Buffalo on February 17th on charges of terroristic threats. Shawn William Lampi, 40, of Annandale, was arrested in Maple Lake on February 21st on a Wright County warrant for terroristic threats.

Driving-related offenses also accounted for a significant portion of the arrests. Joshua Paul Diers, 45, of Howard Lake, was arrested on February 17th in Howard Lake on a charge of 3rd Degree DWI Test Refusal. Carrie Elizabeth Mainquist, 57, of Buffalo, was arrested on February 17th in Buffalo on a charge of 3rd Degree DWI. Jacob Allen Gendron, 40, of Albertville, was arrested on February 18th in Albertville on a charge of 3rd Degree DWI. Garret Bradley Johnson, 33, of Montrose, was arrested on February 20th in Buffalo on a charge of 2nd Degree DWI. Sydney Gabrielle Dahlberg, 28, of Fridley, was arrested on February 21st in Annandale on a charge of 2nd Degree DWI. Cole Daniel Randall, 25, of Otsego, was arrested on February 22nd in Otsego on a charge of 3rd Degree DWI. Bryan Robert Walks, 34, of Willmar, was arrested in Kandiyohi County on a Wright County warrant for 2nd Degree DWI.

Other arrests included charges of driving after cancellation, with Michael Anthony Villalobos, 33, of St. Paul, and Donavon Wayne Baity, 48, of Cokato, both facing this charge. Chelsea Anne Elker, 37, of Otsego, was arrested on February 20th for fleeing an officer in a motor vehicle. Several individuals were arrested on warrants related to controlled substance offenses, including Travis James Brown, 34, of Hastings, and Victoria Catherine Clifton, 33, of Buffalo.

The Wright County Sheriff’s Office reported 33 property damage accidents, 3 personal injury accidents, 4 hit-and-run accidents, and 5 car-deer accidents during the period of July 22-29, 2024. There were 5 DWI arrests and 172 miscellaneous traffic violations reported.

As of February 22nd, Angela Marie Lamarche, 60, of Buffalo, was arrested on a charge of violation of a harassment/restraining order. Luis Armando Nunez, 31, of Monticello, was arrested on February 22nd on a charge of 5th Degree Controlled Substance and Wright County warrants for Domestic Assault and Violation of a Domestic Abuse No Contact Order.
