Virginia Beach Visit: Flipping VA-02 & Taking Back the House

Representative Jen Kiggans spent Friday night in Virginia Beach, engaging with constituents and discussing strategies to regain Democratic control of the House of Representatives, according to a social media post from the congresswoman.

The event took place as Kiggans continues her second session in Congress, representing Virginia’s 2nd congressional district. The district, which includes all of Accomack, Northampton, and Isle of Wight counties, as well as the cities of Virginia Beach, Suffolk, and Franklin, and portions of Chesapeake and Southampton County, is considered highly competitive. Kiggans, a Republican, succeeded Elaine Luria in 2022, reversing a trend that saw the district represented by a Democrat for the prior term.

Kiggans’ focus on flipping the House comes as she recently secured a bipartisan victory with the advancement of her bill, the “Representing Our Seniors at the VA Act,” out of the House Veterans’ Affairs Committee on February 12, 2026. The legislation aims to expand the membership of the Department of Veterans Affairs (VA) Geriatrics and Gerontology Advisory Committee.

Virginia’s 2nd congressional district has a significant military presence, reflecting the importance of the Hampton Roads area as a military hub. The district’s population was estimated at 788,048 in 2024, with a median household income of $93,827. Currently, 92.57% of the district is considered urban, while 7.43% is rural.

Real estate data indicates a competitive housing market in Virginia Beach, with 911 homes currently for sale, and a median listing price of $428,950, according to recent reports.
