Roof Repair & Maintenance: University of Lille & ENSAPL

The Université de Lille and the École Nationale Supérieure d’Architecture et de Paysage de Lille (ENSAPL) have launched a framework agreement for the preventative and curative maintenance, plus miscellaneous repairs, to their roof terraces and pitched roofs. The call for tenders, identified as 2025ACM003, was published on February 8, 2025, with a deadline for responses that has now passed, according to notices on marchesonline.com and francemarches.com.

The agreement is structured as a multi-lot, single-award framework, indicating the universities intend to award the contract to one entity capable of handling all lots. The scope of work encompasses corrective maintenance, preventative maintenance, and various repair tasks. Specifically, the universities aim to maintain the longevity of terrace, pitched, and green roofs, reducing the risk of leaks and infiltration through preventative measures. Curative maintenance will address repairs needed due to damage or incidents. Minor repairs, not involving changes to technical processes or structural modifications, are also included.

The tender documentation explicitly excludes complete roof renovations, stating these will be subject to separate procurement processes. The project is divided into eight lots, as detailed on marches-publics.com. The documentation available for download includes technical specifications, a bill of quantities, and various annexes related to contractual clauses and standard forms.

ENSAPL, one of the institutions involved, was recently featured in media reports concerning a student-built pavilion addressing flood resilience in Blendecques, as highlighted on the school’s website. The Université de Lille and ENSAPL are both public educational institutions, as identified in the procurement notices.

The framework agreement is intended to cover a range of roofing needs, from routine inspections and minor repairs to addressing more significant issues as they arise. The universities have not publicly announced the value of the contract or the number of bids received.
