Dover, Delaware – Governor Matt Meyer last week presented the Order of the First State, Delaware’s highest civilian honor, to five individuals recognized for their contributions to the state’s communities. The recipients are Brooks Banta, Ellen Bartholomaus, Dr. Anand Panwalker, Mike Vincent, and Robert “Bob” Vanderhost.

The Order of the First State acknowledges individuals whose service, leadership, or achievements have significantly impacted Delaware and its citizens, according to a statement released by the Governor’s office. The award encompasses contributions across various fields, including public service, philanthropy, education, business, and the arts.

Governor Meyer highlighted the importance of recognizing exceptional Delawareans, stating, “Exceptional Delawareans deserve exceptional recognition. A stronger Delaware starts in our local communities, and we want to hear about the neighbors who are making a real difference or who have established a legacy of giving back to their fellow Delawareans.”

The presentation of the awards follows a recent instance where the honor was bestowed upon fallen Delaware State Trooper Cpl. Matthew “Ty” Snook on January 22, 2026, during the Governor’s State of the State address. Cpl. Snook was fatally shot in December 2025 in what authorities have described as a targeted attack on law enforcement.

The Governor’s Awards as well include a Distinguished Service Award, recognizing individuals demonstrating outstanding dedication and leadership in their communities. Nominations for both awards are accepted on a rolling basis.
