Vienna – Demand for skilled workers is declining across numerous sectors in Austria, including engineering, finance, IT, and life sciences, according to the latest specialist index released by Hays. The report, based on a quarterly analysis of job postings from leading online job boards, newspapers, and business networks, offers a snapshot of the labor market as of early 2026.
Despite the overall slowdown, external specialists remain in high demand, particularly as companies navigate a cautious economic recovery. Mark Frost, Managing Director of Hays Austria, notes that while the Austrian economy appears to have passed its lowest point, with forecasts predicting moderate GDP growth, consumer spending remains restrained. “The continued high inflation rate, coupled with rising energy prices and service sector costs, is contributing to the slow economic growth,” Frost stated.
Economic researchers observe a higher employment rate and decreasing unemployment figures, but simultaneously, the employable population is shrinking. Recruiting professionals at Hays emphasize that this contraction, combined with the economic slowdown, masks a long-term structural shortage of experts. The demand for highly specialized professionals in knowledge-intensive, technology-driven, and innovation-focused fields significantly exceeds the available supply.
The search for qualified and often highly specialized professionals, including leadership positions, frequently involves recruitment consultants. Thomas Bartscher of the Technical University of Deggendorf explains that these consultants are part of the management consulting landscape, receiving assignments to find candidates for specific roles. “The terms personnel consulting, headhunting, and executive search are often used synonymously,” Bartscher said. “They all fundamentally describe the same process: the search and selection of qualified and often highly specialized professionals on behalf of organizations.”
Hays reports that the market for these experts is currently dynamic, with companies increasingly relying on external specialists to implement innovation projects, particularly in digitalization, sustainability, and energy efficiency. The shortage of specialists extends beyond IT to fields like engineering. Frost emphasizes the role of recruitment firms as “relevant partners for the economic transformation and the future viability of Austrian companies.”
However, Hays recruiters also caution about growing risks to the Austrian economy, citing the instability caused by the actions of the American President and the blockage of the Mercosur trade agreement within the EU Parliament. Frost warns that if these issues persist, the European – and the Austrian – economy could face increased pressure, directly impacting the labor market.
