New Incentives for Renewable Energy Self-Production Launch December 3, 2025
Rome, Italy – The Italian Ministry of ecological Transition (MASE) will begin accepting applications for capital contributions supporting on-site renewable energy self-production starting December 3, 2025, and continuing through march 3, 2026. The program,part of the National Recovery and Resilience Plan (PN RIC),aims to boost renewable energy adoption by providing financial support for a range of projects.
The incentives are available for projects including photovoltaic systems installed on existing structures, renewable energy plants integrating multiple RES sources like solar thermal and biomass (where legally compliant), and storage systems integral to the overall system functionality. All projects must be new - not already underway – and adhere to existing environmental and energy efficiency regulations,demonstrably contributing to emissions reductions with a sound technical-economic plan. Eligible expenses extend beyond equipment to include design, project management, civil works, and testing directly linked to system installation.
Funding will be provided as capital contributions, with intensity varying based on company size (higher rates for smes), project location, and the specific type of renewable energy system implemented. While detailed percentages will be outlined in forthcoming regulations, contributions are generally expected to cover 40-60% of eligible expenses, with potential increases for small businesses and projects located in priority areas.
Payments will be issued following project approval and may include advance requests adhering to financial traceability rules (CUP) and registration with the National State Aid Register.
Applications must be submitted exclusively online via the Incentivi.gov.it platform, accompanied by a completed application form, technical project documentation, a detailed expense overview, required administrative documents, and declarations confirming compliance with DNSH regulations and state aid rules. Electronic registration serves as official proof of submission.
Projects will be evaluated and ranked based on technical quality, energy-environmental effectiveness, economic sustainability, and contribution to territorial advancement. This initiative represents a notable step towards Italy’s renewable energy goals, offering substantial financial support for businesses and organizations looking to generate their own clean power.
