The unexpected leadership change comes amid mounting scrutiny over alleged irregularities in the recently passed 2025 General Appropriations Act and a strained relationship with Vice President Sara Duterte.

The 2025 budget, criticized by opponents and budget advocates as “mangled” and potentially corrupt, has fueled public dissatisfaction and calls for accountability. Dy, a member of the Partido Federal ng Pilipinas – the same party as President Ferdinand Marcos Jr. – previously served as Isabela’s 3rd District representative from 2001 to 2010. He later held the position of Isabela governor from 2010 to 2019, and vice governor from 2019 to 2025.
Prior to the leadership change, Romualdez had a public dispute with Vice President Duterte, who accused him of manipulating the national budget, specifically the 2023 budget of the Department of Education (DepEd), which she heads. Romualdez and Zaldy Co,a fellow House leader,faced criticism for thier alleged involvement in the controversial 2025 budget.
