An inquiry into the modification of the PLU (Local Urban Plan) for a real estate project on the site of the old hospital in Douarnenez has drawn sharp criticism from opposition elected officials. The project, deemed “oversized” by the investigating commissioner, has sparked debate regarding its scale and integration within the existing urban fabric.
Opposition Voices concerns
Opposition officials expressed no surprise at the commissioner’s negative opinion, stating, “We are not surprised that the investigating commissioner gives an opinion on the real estate project insofar as the modification of the PLU is requested for the creation of a real estate project!” They highlighted a perceived lack of strategic urban planning in the district, citing the sequential progress of infrastructures like the EHPAD Les Jardins du Clos (2011), Domitys (2016), and a tertiary activity building (2021) without a cohesive vision. This, they argue, has resulted in a fragmented landscape with no clear organization.
Furthermore, the opposition voiced concerns that the district might fail to truly become a cohesive neighborhood, as the project solely focuses on housing without incorporating essential service activities.They suspect that the pursuit of maximum profit on the land has heavily influenced the project’s design.
Land Value and Environmental Scrutiny
The opposition also raised concerns about the potential impact on the Plomarc’h site, vowing absolute vigilance to protect this “exceptional natural site.” they questioned the financial implications of reducing housing numbers, noting that the cost of land and site depollution coudl considerably increase the already high cost per square meter, perhaps impacting affordability for douarnenez residents and the wider city.
Adding to the controversy, the opposition pointed to the environmental evaluation study with the DREAL (Regional directorate for Environment, Planning and Housing), which is a prerequisite for the building permit. they questioned the logic of issuing a demolition permit on April 10th while the building permit was still undergoing this crucial environmental assessment.
