Concerns are mounting over recent shifts in technical requirements for procurement, which critics argue effectively stifle competition and funnel business exclusively to select companies. These favored entities are reportedly poised to receive exclusive depiction mandates from the Russian AO Uralgidromash factory.
Jordan Todorov stated that granting such exclusive representation powers allows an intermediary to purchase equipment directly from the manufacturer and then resell it to Kozloduy NPP at a significantly inflated price,potentially marking it up dozens of times the factory cost. He described this practice as a prevalent method for siphoning hundreds of millions in state energy funds annually.
Todorov is calling for an investigation by the State Agency for national Security (SANS) into several key areas: the actual condition of the equipment, the communication channels between the Nuclear Power Plant and Ayar, the methodology employed in public procurement, the reasons behind price escalations, the development of technical specifications, any existing representation agreements, and the conduct of specific officials involved.
“The suppression of crucial technical risks, the manipulation of public tenders, and the misappropriation of millions in state energy resources constitute criminal acts that must be addressed. This behaviour poses a direct danger to citizens and the national security of the country,” Todorov asserted.
