Kazakhstan to Deploy AI in legal Drafting, Digital Bailiff system Saves Millions
ASTANA – Kazakhstan is integrating artificial intelligence (AI) into its lawmaking process and has already seen notable financial benefits from a new digital enforcement system, the Ministry of Justice announced. The move aims to improve the quality, consistency, and accessibility of the nation’s legal framework.
Deputy Minister of Justice Bekbolat Moldabekov revealed plans to introduce an AI-powered “smart assistant” to aid in drafting regulatory legal acts.This tool will incorporate international best practices, monitor legal developments, and identify potentially unconstitutional provisions based on rulings from the Constitutional Court. ”Its functions will include… ensuring the quality,consistency,and legal sustainability of drafted laws,” Moldabekov stated at an Oct. 23 press conference at the Central Communications Service, as reported by Kazinform.
The Ministry has already launched an AI-driven 24/7 online legal consultant available at adilet.zan.kz,providing citizens with immediate legal guidance and reducing the burden on government agencies.
Furthermore, the recently implemented Digital Bailiff system, launched in August 2024, has saved citizens over 1.9 billion tenge (US$3.5 million) by automating enforcement proceedings. The system eliminates the need for private bailiffs and associated fees – previously 25% of the debt – while also reducing errors and corruption risks, and accelerating debt collection.
