Shanghai Launches Aspiring AI Innovation Town in Pudong

Shanghai’s Pudong New Area, designated as China’s first artificial intelligence (AI) innovation pilot zone, officially opened the Zhangjiang AI innovation town on Tuesday.The initiative aims to become a globally recognized AI hub by attracting 1,000 new AI enterprises by 2030 adn generating an industry scale of 100 billion yuan (approximately $14.08 billion USD).
A Synergistic Ecosystem for AI Progress
Strategically located within the core of Zhangjiang Science City, the 2-square-kilometer town is designed as a fully integrated habitat. It combines research and development (R&D) facilities with ecological spaces, practical submission areas, and residential zones. The town boasts 700,000 square meters dedicated to industrial use and a further 1 million square meters for supporting infrastructure, including conference centers and housing, all intended to foster a collaborative AI ecosystem.
Zhu Hui, general Manager of shanghai Zhangjiang Sciengate Towers Technology Development Co., Ltd., emphasized the town’s role in consolidating policy efforts at both the municipal and district levels. He stated the project will leverage existing advantages in AI industry clustering, build a robust support system, and drive industrial upgrades, ultimately contributing to Pudong’s emergence as a world-class AI cluster and supporting Shanghai’s overall high-quality economic development.
Government Support and Investment
To stimulate innovation and entrepreneurship within Zhangjiang, ten new development policies were unveiled. These policies include financial incentives such as computing power vouchers and support for essential public service platforms. Moreover, a 2-billion-yuan seed fund, established by the Pudong district, will collaborate with over 20 financial institutions to provide thorough capital support throughout the entire lifecycle of AI ventures.
