Warren County grand Jury Hands Down Multiple Felony Indictments
A Warren County grand jury returned indictments against 10 individuals this week, alleging a range of offenses from financial crimes and domestic violence to drug possession and animal cruelty. Bond amounts range from $2,000 to $25,000 cash.

Repeat offenders are prominently featured among those indicted, with multiple individuals designated as first- or second-degree persistent felony offenders.
Those indicted include:
* David allen, 51, of 1139 Plum Springs Road, charged with fraudulent use of a credit/debit card valued between $1,000 and $10,000, and designated a first-degree persistent felony offender. His bond is set at $5,000 cash.
* Brandon James Harrison, 31, currently held at the Warren County Regional Jail, faces two counts of third-degree assault, second-degree disorderly conduct, third-degree terroristic threatening, menacing, and public intoxication.His bond is $5,000 cash.
* Glennis Edmonds Ligon, 33, also at the Warren County Regional Jail, is charged with two counts of first-degree strangulation, two counts of fourth-degree assault (domestic), resisting arrest, and is a designated first-degree persistent felony offender. Her bond is $7,500 cash.
* Shawn Terrill Oates, 48, held at the Warren County Regional Jail, is accused of first-degree possession of a controlled substance, possession of drug paraphernalia, violating a Kentucky EPO/DVO, resisting arrest, third-degree terroristic threatening, menacing, second-degree disorderly conduct, and public intoxication. His bond is $5,000 cash.
* Hasan Emad Qaddura, 38, of 301 Frazier St., Glasgow, is charged with two counts of theft by unlawful taking of property valued between $1,000 and $10,000, and is a designated first-degree persistent felony offender. His bond is $5,000 cash.
* Chance Ray Shanklin, 27, of 181 Chipley court, faces two counts of torture of a dog or cat resulting in serious physical injury or death. His bond is $5,000 cash.
* Laquan Philander Shead, 29, of 5898 Otte Court, is charged with first-degree strangulation, fourth-degree assault (domestic), third-degree terroristic threatening, and is a designated second-degree persistent felony offender. His bond is $10,000 cash.
* Ryan James Sullins, 39, held at the Warren County regional jail, is accused of first-degree criminal mischief, operating a motor vehicle under the influence of intoxicants (second offense within 10 years with aggravating circumstances), leaving the scene of an accident/failure to render aid, and operating without a license. He is also a designated first-degree persistent felony offender. his bond is $2,000 cash.
* Jerry Ray tipton Jr., 45, held at the Warren County Regional Jail, faces charges of first-degree strangulation, first-degree unlawful imprisonment, fourth-degree assault (domestic), third-degree sexual abuse, menacing, second-degree disorderly conduct, and alcohol intoxication. His bond is $25,000 cash.
* Kaelin Jamar Yarbrough, 33, held at the Warren County Regional Jail, is charged with two counts of second-degree assault, resisting arrest, possession of drug paraphernalia, public intoxication, and is a designated first-degree persistent felony offender. His bond is $25,000 cash.
