Krasnodar Krai: Industrial Growth, Investment & Modernization Plans Revealed

Armavir, Russia – Deputy Governor Alexander Ruppel discussed key issues with business representatives during a field meeting focused on the activities and development prospects of the region’s industrial enterprises. The meeting included Minister of Industrial Policy of the Krasnodar Territory Dmitry Khmelko and CEO of the Regional Development Fund Dmitry Tsaplev.

“Support should be directed to companies that demonstrate sustainable growth and invest in upgrading production,” Ruppel stated, according to a press release from the administration of the Krasnodar Territory. “Such enterprises not only create jobs and form the tax base, but also contribute to strengthening the industrial potential of the region. We will continue to provide them with the necessary consulting and financial assistance within the framework of existing regional programs and support infrastructure.”

Armavir currently has 524 industrial enterprises. Development of the sector is being stimulated by the creation of modern infrastructure, including the “RPC” industrial park and the “AETZ” industrial technopark, both of which have been included in the federal register of Russia’s Ministry of Industry and Trade. The “Prompark Armavir” is currently in the design phase, intended to expand opportunities for fresh production facilities and attract investment.

Discussions during the meeting centered on the modernization and expansion of capacity at local factories. Ruppel praised the success of the Kuban Steel Structures Plant, which invested over 210 million rubles in modernizing its production site. The plant now has the capacity to produce hundreds of railcars annually, serving both the Russian domestic market and countries in the near abroad, including Belarus, Kazakhstan, Turkmenistan, and Uzbekistan.

The potential expansion of the North Caucasian Metal Structures Plant was also discussed. The plant specializes in the production of metal structures, lighting poles, cellular towers, and road signs, and is equipped with modern workshops and high-tech equipment. It carries the “Made in Kuban” quality mark.

According to Khmelko, a priority of the region’s industrial policy is to create conditions for increasing the volume of production and developing new markets. In February 2026, Ruppel noted that industry accounts for 15 percent of Novorossiysk’s economy, with 77 percent of that being “clean industry” – defined as value-added creation, rather than simply logistics and transshipment. Despite a reported decline in shipments in 2025, Novorossiysk maintained its position as the third-highest city in the Krasnodar Territory for industrial output volume.

According to data released in February 2026, the industrial complex and food industry in the Kuban region achieved comparable shares of the overall industrial production volume for the first time in history – 34 percent and 35 percent respectively. The remaining third is comprised of oil products, beverages, tobacco products, and printing services. Ruppel stated that enterprises in the region have shown consistent growth in key performance indicators over the past nine years, with production volume reaching 104.2% compared to the same period in 2024 and shipments exceeding 619.8 billion rubles.
