A joint statement released today by the leaders of France, Germany, and the United Kingdom has condemned Iranian attacks on countries in the region and urged Tehran to pursue a “negotiated solution” to escalating tensions. The leaders affirmed they did not participate in the strikes, but emphasized they remain in close contact with international partners, including the United States and Israel. This follows a period where the format had diminished in prominence, particularly after Brexit. A recent visit to the UK by Friedrich Merz, following a similar trip by Emmanuel Macron, has been interpreted as a symbolic return to the E3 as a key driver of European security policy, according to analysis from Chatham House.

Prior to the UK’s departure from the European Union, the term “E3” commonly referred to France, Germany, and the United Kingdom within the context of negotiations with Iran, dating back to 2003. Since Brexit, the term continues to be used to describe the three largest economies in Western Europe. While Italy is often considered a major European power, the current diplomatic focus remains centered on the E3.

The joint statement echoes previous calls for de-escalation, as evidenced by a similar statement issued in late February, urging Iran to negotiate a solution following attacks on US and Israeli interests. The leaders reiterated their commitment to regional stability and the protection of civilian lives, condemning indiscriminate military strikes by Iran.

The statement concludes by asserting that the Iranian people “must be allowed to determine their future,” but offers no specific timeline or mechanism for achieving a negotiated settlement. The Elysée Palace has confirmed that further discussions among the E3 leaders are scheduled, but no date has been announced.
