This follows a recent investigation by the International Consortium of Investigative Journalists (ICIJ) which revealed millions of pounds in secret payments made by Chelsea under Abramovich’s ownership. The Premier League has already concluded that Chelsea breached rules designed to promote financial fair play during Abramovich’s tenure. The league’s findings, reported by The New York Times, detailed years of rule-breaking.
