Zelensky obliged candidates for heads of state administrations to submit copies of certificates of proficiency in Ukrainian

The President made changes to clause 2 of the Procedure for preparing proposals and preliminary consideration of candidates for appointment and dismissal of heads of local state administrations, approved by presidential decree No. 675 of August 4, 2006.

Now candidates must present “a copy of the state certificate of the state language proficiency, which confirms the appropriate level of state language proficiency, determined by the National Commission on State Language Standards.”

Context:

On July 16, the norm came into force that every applicant for a position in state or local government bodies must pass an exam for the level of proficiency in the Ukrainian language in accordance with the new standards developed by the National Commission on State Language Standards.

This is provided for in the law of Ukraine, which entered into force in 2019, on ensuring the functioning of the Ukrainian language as a state language. The law states that Ukrainian is the only state language in Ukraine. This status implies the obligatory use of the Ukrainian language throughout the country in state and local government bodies, as well as in public spheres of public life.

DThe law does not apply to the area of private communication and religious practices.
