Vice Minister Kim Yong-beom emphasized the need for legal protection against atypical workers such as special type workers, freelancers, and self-employed workers. Vice Minister Kim argued that a roadmap for applying employment insurance to them was recently prepared, and that policy and social considerations on the next step in employment insurance are necessary.

Kim Yong-beom, the 1st Vice Minister of the Ministry of Strategy and Finance, expressed his views on improving the labor law through his Facebook page on the 2nd.

“Not so long ago, the former National Employment Insurance Roadmap was announced,” said Vice Minister Kim, “a significant achievement of the institutional awakening brought about by the Corona 19 crisis.”

“In other words,’atypical workers’ who appear in the employment insurance roadmap in turn are’atypical workers’, freelancers, platform workers, and self-employed people. “It’s different from a typical worker in many ways.”

Vice Minister Kim said that a plan has been prepared to draw atypical workers into the framework of the employment insurance step by step. The next task is to provide appropriate labor law protection for those excluded from the existing labor laws (Labor Standards Act, Labor Union Act, etc.). Insisted.

Deputy Minister Kim mentioned two methodologies for this.

“First, the Labor Standards Act is the basis, but it is an approach to individually enact laws that fit the characteristics of each field by modularizing it,” he said. “Only for the second half of last year, ) The Living Logistics Act and the Platform Worker Protection Act enacted bills were proposed in turn.

In addition, Vice Minister Kim said, “There is also a voice calling to enact a’Basic Law for Working People’ in the next step.” Rather, it is a bold proposal to design the contents of the law as a system of workers’ rights to provide a minimum safety net to non-standard workers who are excluded from the application of the existing labor law.”

Deputy Minister Kim concluded, saying that the ways of working are becoming more diverse and the boundaries between labor, companies, and markets are blurring.
