For hours, diplomats and journalists in Moscow have been waiting for a speech to the nation by President Vladimir Putin, which some independent media had announced for this evening. Eventually some sources close to the Kremlin reported that the speech will not take place tonight, and that it could instead take place tomorrow. In particular, the chief editor of Russia Today, Margarita Simonyan, wrote about her on the Telegram channel: “Go to sleep”. During the day, rumors ran around the Russian capital that Putin could have announced a mobilization, partial or general, to strengthen Moscow’s military commitment in Ukraine
The Duma, the lower house of the Russian parliament, approved a series of amendments to the penal code which provide for the strengthening of penalties in the case of “mobilization”, “martial law”, “wartime” and “armed conflict”. For draft evasion, a penalty of up to ten years of imprisonment is envisaged. This was reported by the Ria Novosti agency.
The amendments will go to a vote tomorrow in the Federation Council, the Russian Senate before being promulgated by President Vladimir Putin.
