The letter mentions Aspi’s proposal for an intervention of 2.9 billion and asks to advance the counter-proposal for an increase of up to 3.4 billion and the acceptance of the tariff profile at 1.93% with the waiver of the ongoing dispute towards Art and all the others. The counter-proposals also put forward the hypothesis of a reduction in tariffs of up to 60% on the motorway network, to compensate for the inconvenience to users in
consequence of the implementation of the extraordinary investment plan; o in case of reduction of the carriageway for extraordinary interventions, the rewriting of articles 9 and 9 bis of the Convention concerning the hypotheses of non-fulfillment. In the case of a resolution of the Convention, on the one hand, the minister underlines in her letter the employment risk for the lack of investments and on the other the need to identify extraordinary commissioners for the management of the motorway network until the identification of the new operators.

De Micheli wrote: “We risk having to fully compensate” – The State Attorney “in highlighting how it cannot be excluded that Aspi’s right to full compensation may be recognized in national or supranational courts, as a result of a possible negative resolution of the conformity of article 35 of the milleproroghe decree with respect to the regulatory parameters, he suggested that ‘any eventual intervention by this Administration must therefore take this risk into due consideration’ “.
