Woman dies while being subdued by police in Tulum, Quintana Roo

Quintana Roo.- A woman died when it was submitted on the floor by four elements of the Municipal Directorate of Tulum Public Safety, which merited the intervention of the State Commission for Human Rights of Quintana Roo (CEDHQROO), due to probable excessive use of force.

The Quintana Roo Attorney General’s Office reported that he has started a research folder related to the murder to the detriment of the woman, which occurred yesterday afternoon, to find out what happened. Elements of the institution are already interviewing the municipal police officers involved, it was indicated.

In videos broadcast on social networks, the four officers are observed, at the foot of a patrol, surrounding the victim, handcuffed, subjected to the floor by one of the policemen who is kneeling on his back.

The woman is heard yelling and complaining, while another agent suggests calling a truck and getting it up; However, in another video you can already see the immobile victim, while the agent who was on her stands and watches her along with the other three.

“It is no longer moving”, people who observed how the agents moved the body are heard to say and finish uploading it to another patrol.

The Third Office of the CEDHQROO opened an ex officio complaint upon learning of these facts.

The complaint file was filed under number VA / TUL / 014/03/2021 for violations of the human right to life and those that result, in order to investigate possible acts or omissions by public servants of the General Directorate of Public Safety and Traffic of Tulum, which by their nature could be serious and constitute human rights violations.

The ombudsperson, Marco Antonio Tóh Euán, stated that, regardless of whether the corresponding investigation has yet to be carried out, “any deprivation of life is regrettable and reprehensible, especially when it comes to people who are constitutionally obliged to respect, guarantee, protect and promote human rights ”.

Tóh Euán assured that a diligent investigation will be carried out on this event and launched an “energetic call” to all police corporations to conduct themselves with strict adherence to legality and human rights.
