White, yellow, orange and red zone: the rules in the 4 bands

The date to mark on the agenda is 6 December. Since then they will apply different rules to those who have a “reinforced green pass”, and therefore people vaccinated (currently almost 46 million Italians) or cured of Covid, and to those who have a “basic green pass” (a negative antigenic or molecular swab is enough). From 6 December in particular and until 15 January 2022 it is expected that the reinforced green pass to carry out the activities, which would otherwise be subject to restrictions in the yellow zone, it must also be used in the white zone.

New rules for the color system

With a change of pace in the management of the game not yet won with Covid infections (look at the data of Lab 24 ), in full fourth wave, the Government has therefore given the green light to a law decree which introduces a new structure, in certain passages, for the rules that have characterized the 4 bands (white, yellow, orange and red).
Basically, there will be no news on risk indicators (incidence of infections, intensive care and hospitalization rate) but restrictions, limitations and prohibitions will vary depending on whether the person is vaccinated, recovered or has not undergone the vaccine.
The scenario will remain the same only in the red zone: closures for everyone. “The novelty – explained the Minister of Health Roberto Speranza – is that in the passage of color that can occur in the event that the regions should overcome certain hospitalization rates in the medical and intensive care area we will avoid restrictions for vaccinated people”.
Here, in a nutshell, are the main changes, outlined in the draft of the provision (therefore changes in the final text are not excluded).

White area

Starting from 6 December in the white zone, the places of culture, entertainment and free time for which there are restrictions in the yellow zone will be accessible only to those who are vaccinated and cured of Covid (reinforced green pass). In practice, to enter cinemas, theaters, stadiums and sports halls, indoor bars and restaurants, parties, discos and public ceremonies you will need the “reinforced” green pass. The tampon will no longer be accepted, as is the case now. Except for extensions, the application of the super green pass in the white area is limited to January 15th.
Capacity chapter: 100% for cinemas and theaters; 75% for stadiums; 50% for indoor sports facilities; 75% for outdoor discos and 50% indoors.
To access the workplace, use long-distance means of transport (high-speed trains, intercity trains, airplanes, etc.), go to the gym and swimming pool and carry out indoor sports activities, you just need the green pass “basic model”, that is what is obtained also with negative antigenic or molecular buffer. From 6 December the green pass basic model will also be used to stay in hotels, access the changing rooms for sporting activities, use the means of regional rail transport and local public transport, i.e. subways, buses and trams. However, for skiing in the white area you need the basic green pass (not the super green pass) because it is always mandatory for cable cars and chairlifts.
On the other hand, the green pass is not needed, neither in the basic nor in the reinforced version, to have a drink at the bar, have lunch and dinner in the restaurants as long as it is strictly outdoors, to practice outdoor sports (however, you cannot access the facilities to a shower or use the changing rooms), go shopping or to the supermarket to do the shopping.
In the white area, the mask is not mandatory outdoors, but must be worn in all closed places other than your home, including public transport (airplanes, trains, buses) and in all situations in which the interpersonal distancing or gatherings are possible.

Yellow zone

Even in the yellow zone, those with a reinforced green pass are not subject to the restrictions that in the passage of a region from white to yellow they take off for shows, participation in sporting events, indoor catering, parties and discos and public ceremonies. The only difference with the white area is the obligation to wear a mask even outdoors.
The capacity limits in the yellow zone are the same as in the white zone: 100% for cinemas and theaters; 75% for stadiums; 50% for indoor sports facilities; 75% for outdoor discos and 50% indoors.

The mask is mandatory outdoors and indoors.

Orange zone

The scope of application of the super green pass in orange is widening, where there will be no more closures. In this band, all the activities that would close under the current legislation remain open. But they will be accessible with the super green pass, which compared to the white and yellow area should therefore be extended to ski resorts, but also to fairs, conferences, spas and theme and amusement parks. The capacities remain the same valid for the white and yellow area (see above).
In the orange zone, in fact, all leisure and free time activities will be accessible only to the vaccinated and recovered.
The mask is mandatory outdoors and indoors.
