‘Garbage mountains’ all over the country… 7m piled up in the mountains of Jincheon

– On the 17th of last month, Wookyung Village, Sasang-ri, Munbaek-myeon, Jincheon-gun, Chungbuk. A fence made of iron plates was placed high in a mountain vacant lot 1km from a private house. When I opened the door, I saw a huge pile of trash and the roof of the abandoned building 7m high. It was a site where 23,000 tons of garbage were left unattended for more than two years on the 1250m2 site of a waste disposal company that had been abandoned. Lee Dong-soo (58), head of Wookyung Village, said, “The damage is not the only one because the garbage company has accumulated a huge amount of waste without the knowledge of the residents for about 20 days and has not removed it.”

1.16 million tons were discovered across the country, including Jincheon-gun, Chungcheongbuk-do

– Jincheon-gun disposes of 1,400 tons of garbage with a deposit of 350 million won, which the company entrusted when the project was promoted. However, in order to get rid of all the remaining trash, it is a situation where an additional budget of about 6 billion won has to be spent. Kim Ki-sik, head of the Jincheon-gun Food Industry Resources Division, said, “It is difficult to claim remedy or restore it to its original state because the business owner is arrested for violating the Waste Management Act. Plan”.

“Inexpensive disposal of garbage”… I sleep after taking billions

– All over the country is suffering from illegal garbage neglected. There are cases of illegal dumping of large amounts of garbage after deceiving that various garbage “will be disposed of at a cheap price”.

According to the Ministry of Environment on the 1st, at the time of the total survey in February 2019, 1.23,000 tons (235 places) were illegally neglected across the country. In an additional investigation conducted until December of last year, another 413,000 tons (172 places) of illegal waste were found. The Ministry of Environment removed 1343,000 tons of illegal waste by spending 120 billion won after the’garbage mountain’ incident in Uiseong, Gyeongsangbuk-do at the time, but 273,000 tons of illegal waste are piled up. An additional 6 billion won national tax will be invested this year to collect the garbage.

A representative example of illegal waste neglect in Korea is the Garbage Mountain in Uiseong, Gyeongbuk. After bringing in about 208,000 tons of garbage, 96 times more than the permitted amount (2157 tons), it was left unattended, causing international embarrassment to the extent that it was reported to CNN in the United States.

‘Yeongam Garbage Mountain’ lit up for a week

– Since then, the government and local governments have strengthened the management of illegal waste, but similar cases are continuing throughout the country. In March 2019, Yeongam-gun, Jeollanam-do, confirmed that 15,000 tons of waste synthetic resins and waste metals were illegally dumped on a hill in Seoho-ri, Samho-eup, and accused the company’s director A to the prosecution.

The problem is that illegal waste causes enormous budget waste in addition to environmental problems. Yeongam-gun estimates that the cost of disposal of illegal waste accumulated in Seoho-ri will reach 350,000 won per ton, including transportation, incineration, and landfill. It costs 5.25 billion won to dispose of 15,000 tons of garbage, but there is no budget, so only 4000 tons have been disposed of.

It is also a problem that fires and the like continue in the garbage mountain. In the case of Yeongam, in the midsummer heat of July and August 2019, there were fires more than five times due to the oxidation heat generated from illegal waste piles. In March of last year, the fire continued for over a week.

Even after spending 120 billion won in tax, 270,000 tons remain.

– Illegal waste dumping is mainly carried out in places where humans are scarce. In October of last year, in Ulju-gun, Ulsan, a waste disposal company was caught illegally dumping 500 tons of aluminum powder by borrowing farmland. The Ulju-gun Office accused the company of violating the Waste Management Act with the administrative order for disposal to the prosecution.

On the 8th of last month, a pile of 7 tons of illegal garbage was suddenly piled up in an empty lot in a village in Buk-gu, Ulsan. The types of garbage varied from recyclable garbage such as mattresses to industrial waste such as waste electric wires. Residents of the village reported to the ward office, saying, “It has a strong odor and there is a high risk of harmful substances such as asbestos coming out.”

Experts say that the management and supervision system should be strengthened throughout the process from waste discharge to transportation and disposal. Park Sang-woo, director of the Low Carbon Resource Recycling Research Institute, said, “Most local governments are not cracking down after granting permission to the waste treatment plant. said.
