what changes. Measures until Easter Monday

It will be one Easter armored. In the hours when the pandemic returns to growl riding the variants, the government writes the new Dpcm. But while respecting the principle of “rigor” and “maximum prudence” to stem the virus and its mutations, Mario Draghi gives a signal of hope: at the request of the head of Culture Dario Franceschini from 27 March i cinema e i theater in the yellow zone they can reopen. From the same date – “always if the situation does not precipitate”, says a minister – it will also be possible to visit museums even during the weekends (but only by appointment).

For the rest, the Dpcm that will be launched on Monday and will regulate the life of Italians until Easter Monday, will not contain any relaxation of the measures. Rather. In spite of Matteo Salvini’s aperturist appeals, the provision will be even harder than the one signed by Giuseppe Conte on 14 January: skiing and skiing will remain prohibited and the new ban (introduced on Monday) to visit relatives and friends will be confirmed residing in the red zone. On the other hand, the recommendation not to host non-cohabiting people in the house is not renewed for the yellow zone, mainly because it is inapplicable and inapplicable. Furthermore, those who live in the red zone will no longer be able to go to the hairdresser or barber.

During the long meeting of the control room chaired by Draghi, with Roberto Speranza (Health) Mariastella Gelmini (Regions), Daniele Franco (Economics), Giancarlo Giorgetti (Development), Stefano Patuanelli (Agriculture), Elena Bonetti (Family) and Franceschini, the latest data were analyzed. Above all, the surge in infections above 20 thousand (as in early January) due to the variations and the “war bulletin” from the territories: dozens of municipalities, provinces and two regions (Basilicata and Molise) in the red zone.
So the government has decided that, “on the basis of these objective data”, it is necessary to “keep our guard up”. Hence a Dpcm which confirms the measures currently in force. With a few more turns of the screw. And that could be exacerbated if, as virologists fear, the situation were to worsen due to the spread of variants that have a contagion index of 39% higher than the original Covid-19 strain. It is no coincidence that the reopening of cinemas and theaters on March 27th is also sub judice. It will be confirmed if the epidemic curve allows it: in two weeks the CTS will be called to give the final go-ahead. And the CTS will always have to say if schools can continue (where they are) to remain open.

To understand the wind, the new Dpcm – in addition to confirming the curfew, the ban on crossing regional borders, the closure of bars and restaurants at 6 pm, the stop at gyms and swimming pools, prohibited contact sports – even introduces the ban on holding fairs and conferences and on opening discos in the white zone. And for the moment of white areas (low Rt index and less than 50 cases per 100 thousand inhabitants), there is none.

THE NEW METHOD
However, there are new methods. Gelmini, invoking “discontinuity” and “change of pace in relations with the Regions”, requested and obtained (with the support of Draghi) that the measures be communicated a week before the date of entry into force. In addition, any band changes and further restrictions will start on Monday. In addition, a “technical discussion table” is set up at the Ministry of Health, open to the ISS, Regions and Municipalities “to proceed with the possible revision or updating of the parameters for risk assessment”. “The variants require a quicker response,” warned Speranza.

MOVEMENTS

It is forbidden to cross the borders between the Regions

The new Dpcm confirms the ban on crossing the borders of one’s own Region except for valid reasons of work, health or urgency. This applies to all Regions, even yellow ones. In the orange regions you cannot even cross the border of your municipality, unless you reside in a center with less than 5,000 inhabitants, in which case you can go out for a span of 30 kilometers. Visits to relatives and friends in the red areas are also prohibited, while these are allowed in the yellow regions (even accompanied by children under 14) and only within their own municipality in the orange regions. But only between 5 am and 10 pm, when the curfew takes effect.

PERSONAL CARE

In the red areas the coiffeurs remain stationary

Barbers and hairdressers in the red areas close. It is one of the few innovations contained in the draft of the new Dpcm that the government has sent to the Regions. “The activities relating to personal services are suspended, other than those identified in annex 24”, but it is reported in brackets that from “annex 24 the services of barber and hairdressing salons are eliminated”. These services, on the other hand, will remain operational in both the yellow and orange areas.
Instead, the curfew has been confirmed from 10pm to 5am to prevent evenings between several non-cohabiting family groups or with friends.

RESTAURANT

The shutter down at 6 pm, stop at the takeaway for the bars

Bars and restaurants will only be able to continue operating in the yellow zone until 6pm, after which restaurant owners will be allowed to take away until 10pm when the curfew is applied. Take-away is prohibited for bars, in order to avoid gatherings outside the premises. Bars and restaurants, but also shops, must indicate with a sign at the entrance the maximum number of people admitted at the same time in the room. Among the confirmed rules is the closure of theme and amusement parks and game rooms.

GYMS AND SWIMMING POOLS

No swimming and gymnastics, sport only outdoors

Despite the protocols developed (only individual gym and 10 square meters for each swimmer in the pool) gyms and swimming pools will remain closed. But it is still allowed “to carry out sports or motor activities outdoors, provided that the interpersonal safety distance of at least 2 meters is respected”.
On the other hand, skiing is prohibited (due to fears triggered by the cable cars, shelters and life in the hotel) and any contact sport such as football, five-a-side football, volleyball, basketball etc. carried out by non-professional athletes or athletes of national interest.

SECOND BOX

It is forbidden to go there in the red or dark orange areas

According to the latest Faq of Palazzo Chigi, those who live in yellow or orange regions can reach their second home even if they are beyond the borders of their region, but not if in the red or reinforced orange area. One household can do it at a time, without friends in tow, and only if the house is owned or rented before January 14th. In the red areas, however, it is not possible to reach the second house and the prohibition also applies to the “enhanced orange” regions. In any case, local ordinances are rewarded.
