What can be done and not since then?

This Monday, May 18, the so-called Phase 2 of the de-escalation will begin for some territories in Spain, in which new rules will be applied to relieve deconfinement. The vast majority of the country will advance or continue in Phase 1, but the Community of Madrid will remain in an intermediate terrain that has not yet been defined exactly: it will be Phase 0.5, neither 0 nor 1.

The Ministry of Health He communicated this Thursday to the Madrid Executive his inclination not to let Madrid advance to Phase 1 as requested Isabel Díaz Ayuso. However, in a bilateral meeting this Friday morning, he was offered the possibility of going to an intermediate phase, neither remaining fully in Phase 0 nor advancing completely to Phase 1.

A similar plan had been proposed by the Generalitat of Catalonia and the Barcelona City Council for Barcelona and its metropolitan area, knowing that its entry into Phase 1 would not be possible, at least, until May 25.

What can be done

Although the plan offered by the central government does not define for now exactly what can be done and what will continue to be prohibited, the proposal presented by the Generalitat does offer some details that could well be extrapolated to the Community of Madrid.

Shops and places of worship

In this intermediate phase, citizens could go to different types of shops without having to request an appointment. In addition, churches, synagogues, or mechitas may reopen their doors, limiting their capacity to no more than a third of that allowed.

Education

The Catalan proposal raises the possibility of starting the administrative activity of schools and educational centers. In addition, libraries could also reopen to the public.

Technology and culture

Among the proposals is the possibility that innovation centers and scientific-technical facilities reopen their doors with limited operation, in the same way that metropolitan museums could resume their activities by limiting their capacity to one third.

Sport

With athletes from major professional leagues already in a limited training regimen, advancing to Phase 0.5 would allow the reopening of the High Performance Centers.

What cannot be done

Family meetings

One of the most awaited measures by the population is the one that allows to meet with the resident relatives in the same province. However, it does not appear that the central government is going to allow meetings of up to 10 people in private homes.

Terraces, bars and restaurants

The restoration situation, a priori, remains the same as in Phase 0. This means that restaurants will be able to serve food at home or take orders to collect from the premises, but not open their doors. They will not be able to open the bars either, so the terraces will be closed for at least another week.

Sport

Although during Phase 0 the time slots are maintained to be able to leave the house to practice sports (from 06.00 to 10.00 in the morning and from 20.00 to 23.00 at night), the possibility that the gyms reopen at public.
