wearing a mask everywhere, until must we go?

This Saturday, September 5 is the first day of the implementation of the prefectural decree dictating the wearing of the compulsory mask outside, in 8 municipalities of the agglomeration of Dijon.

Dijon and the municipalities of Ahuy, Fontaine-lès-Dijon, Chenôve, Chevigny-Saint-Sauveur, Talant, Saint-Apollinaire and Quetigny are concerned by the prefectural decree imposing the wearing of a mask.
The decree is valid for a period of one month, with the exception of the night (midnight to 8 am). A dozen parks or gardens in the city should also escape the obligation to wear a mask.
Through the streets of these municipalities, the population seems to appreciate the stake of the measure in a more diverse way.

Streets far from crowded

By handing the microphone to the inhabitants of Quétigny, a town made up of large pedestrian alleys and squares, some inhabitants seem very doubtful as to the scope of the measure: “the covid is transmitted more by contact, but not in the air”
“Outside, in the streets like that, where there is no one, I don’t see where the danger is. […]The decisions that are taken by the people who govern us, I find that it goes too far, in the restriction of individual freedoms. I’d rather we use our common sense. “

Other people are entirely in favor of wearing a mask: “As long as you are in the street and you have to meet people, I find it quite normal to wear the mask.”

“Needed right now”

From a medical point of view, this generalization of the wearing of the mask was expected. According to a general practitioner from Dijon, Dr Bonis: “It was a necessary and essential obligation, we must stop the increase in cases. The virus has been circulating a lot for 15 days, 3 weeks. It is part of the barrier measures to limit contagiousness”

Administrative appeals in France

Dijon citizens and 2 collectives filed an appeal with the administrative court. Their Parisian lawyer, Maître Fabrice Di Vizio, has already revoked this week 2 prefectural decrees in Strasbourg and Lyon.
According to him “The epidemic is circulating, it’s true, for all that we do not fight it with masks on the outside. Masks on the outside, it is not a health measure, it is a political measure. C ‘is a measure which protects not the wearers of the masks but those who issue the decrees, because they are afraid and they want to protect themselves from criminal proceedings. It is a deviation from the precautionary principle. “

But the reflection of the Parisian lawyer goes further. The latter indeed wonders what will be the measures applied if ever the virus circulates in a more pronounced way in the weeks to come?
The lawyer replies that “If we are grateful today with all the measures that we could potentially need in the event of a major activation of the epidemic, we will no longer have any way out, if not containment.”
