Quoted from Tribunnews, President Jokowi conveyed the criteria for candidates for leaders of the country’s new capital city in East Kalimantan.

“At least he has led a region and has an architect background,” said Jokowi when meeting with several editors-in-chief of the national mass media at the Presidential Palace, Jakarta, Wednesday (19/1/2022).

Prior to this, President Jokowi had submitted a number of names of candidates who would lead the special regional government units at the provincial level.

The four names of candidates for the head of the Capital Authority Agency mentioned by Jokowi range from figures who have been regional heads to bureaucrats and former ministers.

They are the former Governor of DKI Jakarta Basuki Tjahaja Purnama alias Ahok who now serves as the President Commissioner of Pertamina, then the former Regent of Banyuwangi who has just been inaugurated as Head of the Government Goods/Services Procurement Policy Institute (LKPP), Abdullah Azwar Anas.

Besides Ahok and Azwar Anas, Jokowi also mentioned the name of Bambang Brodjonegoro, who at that time served as Minister of Research and Technology. Another name that Jokowi revealed was the former President Director of Wijaya Karya (WIKA), Tumiyana.

“There are indeed many candidates. One, Mr. Bambang Brodjonegoro, two Mr. Ahok, three Mr. Tuniyana, four Mr. Azwar Anas,” said Jokowi at the Presidential Palace, Jakarta, Monday (2/3/2020).

Judging from the criteria presented by Jokowi, only Ahok and Azwar Anas are likely to be candidates to lead the new capital city, which is named Nusantara. Even that is only from the criteria as a figure who once led the region.

After Jokowi reveals the criteria he hopes for as a candidate for leader the nation’s capital, a number of names began to be mentioned as having a chance to become the head of the Archipelago Authority.

There are at least 4 figures who have been and are still leading the area, and also have backgrounds as architects.

They are West Java Governor Ridwan Kamil, Social Minister Tri Rismaharini who is a former mayor of Surabaya, Makassar Mayor Danny Pomanto, and Aceh Governor Nova Iriansyah.

Prerogative of the president

The rules regarding the Archipelago Authority are contained in the recently ratified State Capital Law. This Authority will later be responsible for leading the process of moving and building the new capital city in Penajam Passer Utara-Kutai Kartanegara, East Kalimantan.

Not only to take care of the process of moving and building the new national capital, the IKN Authority is also said to be the organizer of the IKN Special Government.

The head of the National Capital Authority and his deputy are directly elected by the president. The IKN Law mandates that Jokowi has two months to choose a head IKN Authority Badan since the law was enacted.

Therefore, Jokowi is said to still have enough time to decide who will lead the capital of the archipelago.

“During that time, of course, other names that have not been raised can be made public. So that the president has many choices for that, and there is still enough time,” said Main Expert Staff of the Presidential Staff Office (KSP) Wandy Tuturoong, Friday (21/21). 1/2022).

Regarding the requirements to have led a region and have an architectural background, Wandy said this is an ideal criterion.

“Of course the most ideal is those who have experience and knowledge of leadership in building a city with all its complexities. That is a plus point,” he said.

“Because the challenge of building and moving the country’s capital city is relevant to that,” he continued.

Even so, the final decision on who will become the head of the Indonesian Capital Authority Agency remains in Jokowi’s hands.

“But after all, the President has the prerogative for that,” said Wandy.

Community aspirations are taken into account

Currently, the government is said to be drafting a presidential regulation (perpres) regarding the IKN Authority.

One of the points in the presidential regulation is the matter of public participation to convey input regarding the appropriate person to be the leader of the new nation’s capital city.

“I think we all know that good governance is important. Of course this has been thought about, but now is the era of public participation,” said Wandy.

According to him, this public participation will be one of the factors for Jokowi to determine who is the right person to lead the archipelago.

Wandy said that input from various parties, including those developing in the public sphere, would be considered.

“The President’s considerations can come from anywhere, including from what is developing in the public sphere. So we will return it to the President,” he said.
