SJSC “Valsts nekustamie īpašumi” (VNI) co-operation with the New Riga Theater (JRT) builders – suppliers association “SBSC” – will henceforth be based on the principle “Design and build”, which means the contractor’s overall responsibility for construction works and will allow to solve challenges faster, Renārs Griškevičs, Chairman of the Board of VNĪ, said at the construction site handover event on Thursday.
He emphasized that such an approach guarantees that the builder will develop and implement only such solutions, of which the feasibility and safety aspects will be fully convinced.
Griškevičs said that JRT is a complex and challenging construction project. Griškevičs compared the construction of JRT in the historical urban environment with the reconstruction of Mikhail Chekhov’s Riga Drama Theater, but the construction of workshops occupying 2,000 square meters of underground space – with the implementation of the Dzintari Concert Hall small hall project.
“Close construction creates additional concerns for the builder and the customer – to maximize the quality of life of the surrounding buildings during construction and to take care of the safety of adjacent buildings. Safety is a priority regardless of the project – even if its implementation must be suspended – it is and will be VIĪ requirement: We will also perform construction supervision ourselves and be strict in our requirements regarding the quality of work and deadlines. We expect constructive cooperation and a responsible approach from the builder in order to jointly achieve the set goal – to create a European-level theater in Riga, “Griškevičs said.
The builder’s first task when resuming construction is to offer the most gentle and safe pile installation and other solutions to ensure careful pile installation for the construction of the new building volume, which does not affect the surrounding houses. Griškevičs added that the development of the building’s digital twin or BIM will also ensure a smoother course of work. Such an approach will improve cooperation between all parties involved in construction, help to control the time and cost of work, identify and eliminate deficiencies in a timely manner.
It has already been reported that VNĪ has concluded an agreement with the winner of the procurement tender – general partnership “SBSC” for the amount of the agreement – 29.9 million euros. It includes not only construction work, but also design solutions for additional security measures, the use of BIM technology, author supervision and building management for five years for a total amount of 22 million euros, as well as theater technological equipment and built-in furniture for a total amount of 7.9 million euros. The construction of JRT will continue in accordance with the project developed by the general partnership “Zaiga Gailes birojs un Partneri”.
According to the plans of the architects and the needs of the theater, the area of the premises will be almost doubled – from 5146 square meters to 9767.1 square meters. The theater will be able to use three auditoriums, several rehearsal halls, a “creative floor” for actors and other theater staff, as well as a modern workshop in the basement. It is the basement or underground part that is one of the most important components of the project, which allows to implement the idea of ”theater-house”, providing that everything necessary for a theater performance, starting with decorations and finished, can be realized without wasting transport, people and time. resources.
Simultaneously with the reconstruction of the historic building, JRT will be provided with technological equipment suitable for a modern theater – energy-efficient LED stage lighting, high-quality acoustic solutions and modern stage technologies with easily controlled and programmable lifts, as well as built-in furniture. The large “black-box” hall has a grid of tensioned ropes, which can be walked on, adapting the hall to various scenographic intentions – such a solution has not been implemented in Latvia so far. When designing the project, the accessibility of all spectators’ halls and sound systems for visitors with hearing impairments has also been considered.
The members of the suppliers’ association “SBSC” are SIA “Skonto būve” and SIA “Skonto Construction”.
The previous agreement with the general partnership “RERE Būve 1” was terminated last year due to significant violations of safety and quality in the construction process, as well as delays.
VNĪ is currently implementing 118 infrastructure development projects in the amount of approximately 180 million euros and is working on 25 new project ideas. The company provides real estate management and administration to approximately 450 properties with 1,200 buildings in an area of 1.1 million square meters and more than 4,000 land properties in an area of 10 million square meters. The company was founded in 1996, its 100% shareholder is the Ministry of Finance.
