Victims demand 500 euros for data breach GGD: criminals sold data

The foundation claims compensation of 1500 euros for people whose personal data has been demonstrably stolen. The lawsuit is being conducted against the Ministry of Health, Welfare and Sport. It has not yet responded to the intention of the foundation.

Largest Dutch data breach

Earlier this year, RTL Nieuws revealed that call center employees of the GGD were abusing the access they had. The systems contained the private information of more than 6.5 million Dutch people. This information was also widely downloaded by employees and sold online to criminals.

In terms of size, the GGD data breach is the largest that the Netherlands has ever known.

Too many employees access

The core of the problem is that far too many GGD employees have access to almost all data, as explained in the video below:


“Outdated IT systems, which normally only a small team of GGD doctors had access to, were made accessible to thousands of new call center employees,” the foundation writes in a statement on its website. “They had free access to the private data of millions of citizens and could download it with one click.”

With that private data, the addresses and phone numbers of millions of people were on the street, possibly resulting in identity theft.

Long known

The foundation focuses its assessments on the ministry, because it is responsible for the information systems with which the GGDs work. Moreover, the problems had been known for a long time and no action was taken.


The reason that the foundation does not limit itself to people whose data is actually on the street is that it is not clear from whom the data has or has not been stolen and misused.

To this day, the system is still not watertight, they say. “Anyone who has made a corona test or vaccination appointment with the GGD, or who has been involved in source and contact investigations, runs a high risk of identity fraud, fraud and threats.”
