The case concerns three sites of 1,995 m², 3,531 m² and 1,660 m² in rue Tôn Duc Thang, the first district of Ho Chi Minh City.
The Tribunal sentenced Nguyên Van Hiên (former Deputy Minister of Defense) to 3.5 years in prison (a reduction of six months compared to the sentence of first instance) for “Lack of responsibility, leading to serious consequences” .
The Court confirmed the 20-year prison sentence of Dinh Ngoc Hê (former deputy general manager of the Thai Son general company reporting to the Ministry of Defense; chairman of the board of directors, general manager of the Société par actions de développement and Thai Son Investment, Ministry of Defense), for “Scam to Obtain Goods”.
Previously, Dinh Ngoc Hê was sentenced to 12 years in prison by the Central Military Tribunal in another trial. Thus, Dinh Ngoc Hê must serve a total sentence of up to 30 years in prison.
Pham Van Diêt (former general manager of the Duc Binh group, director of the production, trade and services SARL Yen Khanh) received a reduction of his sentence, to 14 years in prison instead of 15 years, for ” Scam to obtain goods “.
Bùi Nhu Thiêm (former head of the Navy’s economic office) had his sentence reduced to 8 years 3 months in prison, instead of 9 years, for “Violation of regulations on land management”.

The Tribunal upheld the sentences for Doàn Manh Thao (7 years in prison), Bùi Van Nga (8 years in prison) and Trân Trong Tuân (4 years in prison), for “Violation of regulations on land management”.
While Nguyên Van Hiên held the post of Commander of the Naval Army, he signed and approved documents without control to use three defense lands for economic purposes, violating regulations of the Ministry of Defense, the government and the 2013 land law.
In addition, Nguyên Van Hiên lacked control over the implementation of the directives of the Minister of Defense. After authorizing the director of Hai Thanh company to sign the contract, he did not verify the implementation, resulting in the partner’s use of the mortgage land use right certificate, transferring type of business and property in the tertiary part.
Bùi Nhu Thiêm and his accomplices advised and gave proposals contrary to the law, which led Nguyên Van Hiên to not verify and approve, causing particularly large losses.
Dinh Ngoc Hê and his accomplices committed fraudulent acts, falsifying signatures to transfer the land use rights from the Hai Thanh company to the Yên Khanh Hai Thanh company for a mortgage for bank loans.
