Valncia reduce to one month the concession of building licenses

The Valencia City Council hopes that the new decree to be approved by the Valencian Government on Friday will allow it to “take a giant step” in granting licenses for new construction, rehabilitation and reform of houses and buildings. Deputy Mayor Sandra Gómez has highly valued the new regulatory framework to be approved by the Consell on Friday and hopes that the consistory will grant licenses within a maximum period of one month, despite the fact that the text of the law speaks of up to two months.

The decree that regulates the collaborating entities of the municipal Administration in the verification of the urban development actions, known as ECUV, will allow to speed up all the administrative procedures to approve the urban planning licenses. These entities may be private companies that obtain the certification of the Administration or professional associations. The General Directorate of Urban Planning will establish a system of minimum and maximum prices that they may receive in the course of their activity.

The also councilor for Urban Development has recognized that currently it takes on average between eight and nine months to give license to those who request it, and that there are even cases of extending it up to twelve months. “It is much less than the year and a half that it took before this government took action on the matter, but with the new decree we believe that we can reduce the time to just a month of waiting, from the time the promoter presents the project until we give authorization for work to begin. It is a giant step, a drastic reduction “, he assured.

Sandra Gómez explained that currently there are 41 projects submitted pending the assignment of a technician from the town hall, so that within a month, approximately, many of these projects can already be processed through an ECUV. “We must make one thing very clear, it is a voluntary option, but whoever does not want to pay or wants the entire City Council to see it, will continue to have the usual administrative route, yes, we hope that the deadlines will also decrease as they have less workload “, has said.

Last year the city council resolved a total of 93 licenses, corresponding to some 930 homes. Hence, for the construction sector, this issue was essential to launch their projects. All in all, the vice mayor has made it clear that the collaborating companies will enforce the building code, “which was what most delayed the work of municipal technicians.” And, on the other hand, the City Council will continue to verify that the assumptions of the ordinance and urban planning are strictly complied with. In this sense, he pointed out that those projects of buildings or buildings of special protection “will continue to be controlled by the city council, which will carry out special supervision of them.”

Gómez considers that the decree comes “at the best moment” because “we are going to suffer a new economic crisis and we have to prepare ourselves so that everything that depends on the public administration is not hindered”. “We believe that we are going to solve a problem of decades ago, giving security to builders and owners,” says the councilor.

The deputy mayor has announced that the public construction company, Aumsa, will accept the decree to quickly process the 327 public homes it intends to build in the coming months.
