US Human Rights Report mentions Ukraine

US Department of State publishes annual report on the observance of human rights in the world

The authors of the document criticized Kiev’s weak policy to prosecute officials accused of abuse.

The US Department of State on Tuesday, March 30, released its 2020 report on human rights compliance in a world where significant section dedicated to Ukraine.

Thus, the American Foreign Office noted that the coronavirus pandemic has affected not only people’s health, but also their ability to safely exercise their rights.

“Some governments have used the crisis as an excuse to restrict rights and consolidate authoritarian rule,” the foreword says.

The report contains an analysis of the human rights policy of a number of states, including the Russian Federation, China, Iran, North Korea, Venezuela, Syria, Turkey, Belarus, and Ukraine.

Thus, the authors of the document stated that official Kiev last year did not take adequate steps to prosecute the majority of officials who committed abuses, which created an atmosphere of impunity in the country.

In addition, it is indicated that human rights defenders and UN representatives drew the attention of the Ukrainian authorities to significant shortcomings in investigations of reports of possible human rights violations by government security agencies.

The report also mentions “Russian-led forces” in the Donbas, which “participated in unlawful or arbitrary killings of civilians, including extrajudicial executions; enforced disappearances and abductions; torture and cases of cruel, inhuman or degrading treatment or punishment” and more.

In addition, the report highlights significant human rights concerns in the annexed Crimea.

“The Russian occupation authorities in Crimea reportedly continued massive acts of violence and persecution of Crimean Tatars and pro-Ukrainian activists in response to peaceful resistance to the Russian occupation,” the document says.
