The main requirements for the applicants are higher academic or second level professional higher education and at least five years of practical experience working with the management of significant infrastructure construction projects and related issues, as well as experience in project team management.
The main responsibilities of the project manager will be related to the coordination of the construction project of the new Liepāja Prison, ensuring professional, efficient and transparent implementation of the project within the specified budget, term and appropriate quality.
Applicants will be selected in three rounds. In the first round, in accordance with the submitted documents, the compliance of the candidates with the set requirements will be assessed, in the second round – job interviews will take place, and in the third round – a decision on the selection of the most suitable candidate will be made.
The new Liepāja Prison is an important infrastructure object for the general public security, which will allow to start the introduction of a new penitentiary system, improving the process of re-socialization of prisoners, thus creating an impact on reducing the rate of recidivism.
The tender procedure for the design, construction and author supervision of the construction of Liepāja Prison is currently under negotiation. The winner of the negotiated procedure will be selected after receipt of the final tenders.
So far, significant preparations have been made for the start of the construction of Liepāja Prison – the most economically advantageous tender for the construction supervision of Liepāja Prison has been selected, as well as the procurement procedure for the construction of the new prison has been selected. In addition, a geotechnical survey of the prison area was carried out and the prison area was prepared for the commencement of construction work (deforestation of the construction area was completed).
The construction of the new Liepāja prison complex is planned to be completed within 34 months after signing the contract with the successful bidder. However, taking into account the decision of the Cabinet of Ministers of 2 November, the Ministry of Justice may, if necessary, extend the term of Liepāja Prison design, author supervision and completion of construction works until 31 December 2025, if the most competitive offer can be negotiated in Liepāja Prison.
