The number of Russian troops concentrated on Ukraine’s border is not enough to carry out a general attack, Ukrainian Foreign Minister Dmitro Kuleba said on Wednesday.


“The number of Russian troops concentrated on the Ukrainian border and in the occupied territories of Ukraine is large and poses a direct threat to Ukraine, but at the moment we are talking about that number is not enough to launch a general attack along the entire border,” the minister said in a web briefing.

“Moreover, they do not yet have some important military features and systems to wield such a general attack. This does not mean that they will not be able to increase these forces to a sufficient level in a certain period of time, “he added.

The minister said that he differed from the assessment of Kiev’s Western allies, including the United States, who warned that the Russian attack could take place at any time.

However, Kuleba pointed out that Ukraine, like Washington and other partners, has the same understanding of security risks and assessment of the situation.

The minister also accused Moscow of working to destabilize Ukraine by sowing panic and cyber-attacks.

He also said the United States was coordinating with Ukraine a response to Russia’s “security guarantees” proposals.

“It is important that the diplomatic path to contacts with Russia continues to work. While the diplomats are talking, the guns are silent, “Kuleba said.

For several weeks now, tensions over the concentration of Russian troops on Ukraine’s borders have been easing, raising concerns about preparations for another Russian invasion in Kiev and the West.
