The discussion arose after two airbases on Russian territory were attacked by drones, which Moscow said were the perpetrators of Kiev’s military.
Kiev has not officially claimed responsibility for the drone strike that damaged two Russian nuclear bombers. However, officials from President Voloymyr Zelensky’s inner circle acknowledged that the attack was carried out by Ukrainian forces.
The United States (US), which leads the NATO alliance, was reluctant to provide an assessment of the drone strike. Washington has also stressed that it does not allow or encourage Kiev to carry out counterattacks deep inside Russian territory.

“Ukraine has the right to defend itself under Article 51 of the UN Charter,” German government spokesman Steffen Hebestreit told reporters when asked to comment on reports of an explosion at a Russian military airfield.
“Ukraine has no obligation to limit defense efforts on its territory,” he said Russia TodayThursday (8/12/2022).
Two strategic bomber bases in Ryazan and Saratov regions were attacked by drones early Monday.
According to the Russian Defense Ministry, three service members were killed and several others injured, while two aircraft suffered minor damage.
However, the ministry confirmed that the attack did not interfere with a planned attack on Ukrainian military logistics at a later date.
