Seine-Saint-Denis and Val-de-Marne are upset against the decree which conditions the financial participation of the State in the reception mission by the departments of young people declaring themselves unaccompanied minors. The departments would have the obligation to participate in the national biometric file system to benefit from the aid, an attack according to them to the free administration of communities
The beginning of a departmental rebellion against the State? The two presidents of the executives of Seine-Saint-Denis and Val-de-Marne have lodged an appeal against the decree of June 23, 2020 modifying the State’s contribution to sheltering and assessing people declaring themselves unaccompanied minors (unaccompanied minors). Responsible for social assistance to children (ASE) and the protection of these unaccompanied minors, the departments ensure the reception and assessment of young people declaring themselves unaccompanied by children and receive a financial contribution from the State of 500 euros per person assessed.
