Toison d’Or: reopening of shops this Monday

Complete press release from the Côte-d’Or prefecture

As part of the gradual deconfinement that begins this Monday, May 11, it was up to the prefects to assess the opportunity to keep closed, apart from essential food stores, which remain open, shopping centers with a commercial area greater than 40,000 m².

Only one shopping center could potentially be affected by the making of a closure order, the Toison d’Or shopping center which, according to the file submitted to the departmental commercial development committee, declared in July 2013 a sales area above this limit, including shops located outside the covered gallery.

The examination of the advisability of a closure measure also implies taking into consideration the layout of the shopping center and the dimensions of the living area and the catchment area, in order to assess whether the reopening of the Fleece Gold would lead to a mixing of populations not compatible with strict compliance with health rules and social distancing measures.

Taking into account the surface area of the only shops located inside the shopping mall (criterion retained by the government) leads to evaluate the commercial area at just under 40,000 m². In addition, the Dijon living area is below the threshold of 1 million inhabitants set by the government. Finally, the catchment area extends only marginally beyond the living area, 7% of the turnover of the Golden Fleece coming from customers from other departments than the Côte-d’Or.

In these conditions, and although the red classification of the Côte-d’Or always calls for the greatest precaution in the application of health rules and calls for a strict interpretation of the measures aimed at guarding against an epidemic rebound, it does not appear necessary to prohibit the reopening of the Golden Fleece. The commitments of the management of the shopping center to invest in substantial human and organizational resources for the application of sanitary measures, detailed during a meeting in the prefecture last Thursday, are also to be highlighted.

Merchants at the Toison d’Or shopping center will therefore be able to reopen their stores from May 11, 2020, in accordance with the provisions of the Prime Minister’s Decree to be issued by tomorrow. “
