This document outlines a revised approach to U.S. global health foreign assistance, built on the principles of SAFER, STRONGER, and MORE PROSPEROUS. We aim to enhance American security, strengthen international partnerships, and bolster economic growth through a strategic and results-oriented global health strategy.
addressing Past Challenges:
We acknowledge that past approaches have faced challenges. specifically, we recognize that over the past 25 years, our health programs have inadvertently fostered a culture of dependency in some recipient countries. Furthermore, concerns exist regarding the efficient allocation of resources, including the impact of administrative overhead and other indirect costs.This new strategy is designed to address these issues directly.
SAFER: Protecting America from Infectious Disease Threats
Our primary commitment is to the safety and security of the American people.To achieve this, we will prioritize proactive measures to prevent infectious disease outbreaks from reaching U.S. shores. This will be accomplished through:
* Global Surveillance: continued support for a robust global surveillance system capable of rapid outbreak detection.
* Rapid Response: Preparedness to collaborate with local governments for swift and effective responses to outbreaks.
* Surge Capacity: Maintaining the ability to deploy resources quickly to contain outbreaks, implement appropriate traveler screening, and minimize the risk of outbreaks impacting Americans at home or abroad.
STRONGER: Building Resilient Partnerships Through Bilateral Agreements
We believe that global health foreign assistance is a powerful strategic tool for advancing U.S. interests and fostering lasting, resilient health systems in partner countries. we will move beyond traditional aid models by establishing multi-year bilateral agreements with key recipient nations. These agreements will:
* Advance U.S. Priorities: Align health assistance with broader U.S. foreign policy goals.
* Promote Local Ownership: Support the development of durable, locally-led health systems.
* Ensure Accountability: Establish clear goals, action plans, and performance benchmarks.
These bilateral agreements will focus on four key areas:
* Frontline Commodities & Healthcare Workers: Guaranteeing 100% of funding reaches frontline healthcare workers and the essential commodities they need.
* Data Systems: Establishing robust data systems to monitor epidemiological trends, service delivery, and supply chain efficiency.
* Technical Assistance & Program Management: Accelerating the transition of U.S. technical assistance from direct clinical support to empowering governments to assume key functions. This will involve increased government-to-government collaboration and leveraging the expertise of the private sector and faith-based organizations.
* Co-Investment: Requiring recipient governments to contribute financially to these efforts, ensuring shared duty and commitment.
We aim to finalize bilateral agreements with countries receiving the majority of U.S. health foreign assistance by December 31, 2025, with implementation beginning in April 2026.
