Dominican Republic President Luis Abinader has directly appealed to both Russian President Vladimir Putin and Chinese President Xi Jinping for backing of the multinational security support mission to Haiti, authorized by United Nations Security Council Resolution 2699 (2023).The requests, made in recent separate communications, seek political and logistical assistance as the mission prepares to deploy and confront escalating gang violence destabilizing the Caribbean nation.
The escalating crisis in Haiti threatens regional stability and humanitarian disaster, prompting the UN’s October 2, 2023, approval of a Kenyan-led force. However, successful implementation hinges on broad international support, including contributions from influential global powers like Russia and China, who abstained from the vote. Abinader’s diplomatic push aims to secure that critical backing, ensuring the mission possesses the capacity to restore public order and pave the way for Haitian-led democratic governance.
The resolution, spearheaded by the united States and Panama, passed with 12 affirmative votes and three abstentions. It mandates providing the Multinational Security Support (MSS) mission with the necessary resources and authority to counter terrorist organizations and address the deteriorating security situation. The Dominican Republic, sharing the island of Hispaniola with Haiti, has been particularly vocal about the need for swift and decisive action to prevent further regional fallout.
