Bill №3196 was registered in the Verkhovna Rada on March 10, 2020, Zelensky designated it as urgent. After revision by the committee, it was re-registered in the new edition in October 2020 as №3196-d… The Verkhovna Rada adopted the bill as a basis January 28, 2021.

Bakanov said that the reform of the Security Service of Ukraine provides for the reorientation of its functions, in the first place – to protect the “critical infrastructure”; the preservation of the “economic functions” of the SBU is not envisaged.
