The amendment to the act on thermo-ionization and renovation is to improve the operation of the “Clean air” and “Stop smog” programs. The Sejm accepted the clarifying amendment proposed by the Senate.

The minimum number of single-family buildings, which allows local governments to apply for funds from the Stop smog program, will decrease from 2 to 1 percent. or 20 buildings. In addition, the regulations provide for a one-off lifting of the limit, provided that the commune has previously concluded at least one agreement.

From 50 to 30 percent the required reduction of heating heat demand, calculated jointly for all low-emission projects implemented by the commune, will also decrease.

In turn, the period of maintaining the effects of low-emission projects will shorten from 10 to 5 years. The amendment also provides that such investments will be extended to include connection of the building to the power grid, modernization of the existing heating, gas or electricity connection.

As part of the improvement of the anti-smog program “Clean air”, the amendment provides for the establishment of an Ecological Fund of Sureties and Guarantees.

It will provide guarantees or sureties for the repayment of credits and loans granted for ecological projects, e.g. thermo-modernization and replacement of heat sources in single-family houses. The fund is to operate at BGK and will be financed by the National Fund for Environmental Protection and Water Management.

There will also be a special register of the so-called Central Register of Emissivity of Buildings (CEEB). It is supposed to be a tool that will be used to identify sources of low emission from buildings. It is to collect information on emission sources in the municipal-housing sector, which will be obtained in the nationwide general inventory
