The Italian plan for resolving the situation in Ukraine consists of four stages, La Repubblica newspaper writes.
First, Rome proposed a ceasefire and a demilitarization process on the UN-led front line. Then it is necessary to start negotiations on the status of Ukraine, which will include refusing to join NATO, but joining the European Union.
The third stage consists of bilateral talks between Russia and Ukraine on the status of Crimea and Donbas.
The fourth point of Italy’s plan includes a multilateral agreement, which will address issues of disarmament and control over this process, confidence-building measures, the newspaper said. After the completion of these phases, the Russian troops, according to the plan of the Italian authorities, will leave the territory of Ukraine.
The Italian authorities have proposed the creation of an international group to monitor the implementation of the plan. The full list of members has not yet been determined, but La Repubblica says it will include the United States, China, Germany, France, Turkey, Canada, Poland, Israel, the European Union and the United Nations.
